I can say with 99.99% confidence that it is head temp. His bike would bitch and moan well before oil temps got to that level, if it even continued to run.
Dakota digital speedo reads head temps and mine has gotten as hot as 418 degrees in stop and go traffic on the freeway with an ambient air temp of 85 to 90 degrees. Bought it this past Oct and did not have it on the bike during the dead of summer here in N.Texas. Pretty sure I'll be turning that feature off in July and August as I really don't care to know the head temp when it's 100 degrees outside.
My FI 1200C used to run about 220 when I ran dyno oil in it but after converting to Amsoil it dropped down to 200 on the hot days around here, whether it be city or mountain riding.
shut it down at 240 man would never get anywhere don't ride a sporty but a 12 ultra limited have the oil temp gauge in the fairing very seldom not under 240 95 degree day running interstate 270 all day

Your FLHX has an entirely different motor. Everything you just said has absolutely no bearing on an Evolution Sportster motor. This is the Sportster section, not the Touring section.
So being in the low 400's is kinda normal for these motors on hotter day?
Today it was in the high 90's today!...my ET was as high as 414, my oil temp was about 210.
Has anyone tried to prove whether the Amsoil Syn is actually helping the engine run cooler or is it just not as good at picking up engine heat and the engine is actually running hotter. Someone needs to do some thermal flow charting to find out. I installed a PCIII but used the same RevTech 25w60 oil and the oil temp dropped from about 225 to 230 average to 190 to 205. The PCIII is 10% richer than stock.
