Wanted to know what is a good tender to use for the HD batteries?
I know, buy the Harley tender, but besides that, I see may tenders on Ebay for alot less cash, knowing that HD looks for the lowest bid supplier (as do they all) do we have alternatives?

Also, wanted a bit of input from the EU guys too as what I need will need to be 220.
Lion, don't fall for that crap, any charger is a "desulphator" to a limited extent as charging reverses the chemical process that ocurrs during discharge. As a battery sits around partially discharged sulphur falls out of the electrolyte to bottom of the battery, very little can actually be done about that. The best solution is to keep the battery well charged. The sulphur that falls out of suspension will eventually short the battery plates together, the result is a dead battery. Partial charge/discharge is bad and is probably the worst thing for a battery.
I have the Harley and the Walmart Bell one (1/3 the price). Harleys's cord is longer, and the unit is a little bigger by about 1/4" . Both work fine and both are made in China. I do like the three light system for charge status on the Harley one. Both of mine came free with bikes. Have see some really cheap ones that say do not use on glass mat gel batteries. Keep amps down to 750 milliamps (3/4 amp) output That standard 220 volt system of yours limits the scope here. I do not see 220 volts on the ebay number. It does not even appear to have bolt on pigtails so you can charge with battery in bike with out taking off covers. Surely you have a Walmart with your version..probably only $10 more dollars.

There are a great many of these things available, for use on low use vehicles such as bikes, boats, campers etc. Any one of them will do, as long as it is a tender (also called a 'minder' here in the UK) with smart electronics to monitor battery charge level. As you are in Israel you may access to suppliers and brands not available in America.
Just an FYI, the charger's being talked about here, tenders or minders, are generically called Float Chargers. If the package is labeled Float Charger, your good. You DO NOT want anything labeled Trickle Charger, as they will literally cook the battery if left connected for an extended period.
