You can set it to hold the throttle like a cruise control. If set right you can open and shut the throttle with differing resistance to the point it's stiff and holds the speed without having to grip the throttle all the time.
Over-tightening it could prevent you from closing the throttle.
There are different types of levers that are sold aftermarket to extend this to make it easier to use. One style retaps the threads so it makes more of an adjust for the half turn space available.
In other words it will get you hurt or killed real fast, just leave it alone.
Not to far off it can cause you alot of problems if you mess with it. Great for long highway rides but never use it in town. As someone once says stupid is as stupid does
I use it all the time on the open highway, it takes the strain off your wrist holding the throttle open for hours at a time. Tighten it just enough to hold throttle tension, and the throttle can still be easily opened and closed.
