Removing is not a big deal. 2 bolts, fuel line and a power line need to be disconnected and it comes right off. Maybe 30-40 minutes if you are doing it for the first time. Although make sure to cover the top of the tank with some towels so as to not hit the speedo and make a dent. This link is a life-saver if you're doing it for the first time.
If you want to to put in another tank then it's a different story based on what you are putting on (another Sporty tank, Fatbob tank or something different).

Here's pics of the instructions from a repair manual I picked up...it's for 2007 and later.
I'd just ride it close to empty instead of pumping it out.
Very little gas comes out when disconnecting the petcock.
You'll have to take off the seat first of course. Be careful of the bottom of the speedo if you still have the stock speedo mount.
