I'd offer less and consider waiting out the owner because most bagger buyers aren't mechanics and mileage scares them. That mileage isn't low by market standards, the market is saturated, and there are more bikes for sale than old men to buy them. I'm old too but I'm ruthless and have "cash register eyes" from buying and selling used cars. It's winter and your location works to your advantage.
I like waving cash under a sellers nose because people hate walking away from dead presidents. It's only a toy and there are plenty more where that came from. BTW book value is an almost arbitrary loan value when it comes to motorcycles. It's to give finance companies something to work with.
