Last night I installed the fender & bags for a mock up. The right side exhaust is perfect. The left side is touching the fender. How can I move the pipe over?

Height can be more of problem to adjust especially if fender/bags aren't from same manufacturer. You may try to adjust front saddlebag bracket higher so rear of bag will sit lower on rails. If it's bottoming on rubber saddlebag rail inserts I've heard guys shave those down some.
its not the products you bought its the Hd frame your putting them on. everthing is overlapped so they don't have to be correct from the factory.
I don't know how twisting the pipe after you lossen the clamp will move it over
I have put a spacer between the pipe and the mount. I have pulled and bent the pipes gently....may have to put spacers between the bag mounts and the exhaust mounts.
To move your bags away or closer at the bottom to get a good reveal. You have to grind an oval slot were the bag mounts (the bars your bags sit on) to the bracket under your fender. to move the top out spacers behind upper bag mounts or bend them in.
You should start with getting your bags lined up then move the pipes.
