You'll end up with BOTH. When it's 50 degrees and below, chaps don't cut it (unless you've got on a pair of good long jons under your jeans). Let's see I've got 2 helmets, 3 different weight coats, 4 pairs of gloves, chaps... you get the picture.
I wore my chaps on a ride this past weekend. Temp was around 40. Pretty cool. I had on jeans with long johns and managed to stay fairly comfortable. My shins got the coldest if I cruised at 60 mph for 30 minutes or so. All in all, I was pretty impressed with the chaps. People who have leather pants tell me they are better yet. Right now I don't feel compelled to get a pair. I'd rather have the ease of taking the chaps off if I want to. Do that with leather pants and you could get arrested.
Chaps, I rode home one morning when it was 35...Of course I have a roadglide w/ lowers. I have looked at the overpants for during the summer...I could wear shorts underneath for when we stop at the sites.
Overpants by far. If its cold enough to wear more than long johns and jeans...these overpant will keep you super warm. I would'nt buy em though unless you ride in anything below 40 degrees. Chaps will knock the chilly evening breeze off of you, but they are by no means near as warm as overpants. I love the firstgear brand of clothing. Great quality.
I wear chaps 90% of the time,,, I even had Perferated chaps from Johnson Leather made for the warm weather... I am doing a week ride in Alaska / I bought Road Gear http://www.roadgear.com/catalog/detail.cfm?Prod_ID=216 I am planing on hitting some weather and these will be both protection and waterproof - I also got 5.11 waterproof boots... When the rain starts I just put on a jacket... with the Chaps - I have to fight with the rain gear pants... PIA..
To answer you question.. I have both and it depends on where I am riding... No rain ahead - chaps...
