I found a RK at the dealer. It's been in an accident though. It was fixed by the dealer except the rear fender. It's NOT a salvage title. The parts list is $4k not including the poorly painted rear fender. That said, it has a lot of things I'd want. QD rack ad tour pack among other things.
I'm just not sure I trust the dealer. They don't have motivation to be forthright. It's an '08 with 36k miles. They want $13k. I don't want to pay more than $11k.

I'd suggest looking for at least an '07, maybe an '08.
That way you get the TC96 engine, and don't have to worry about the cam tensioners.
I also concur with the posters above who recommended keeping the stock muffler setup. I could be mistaken, but the touring mufflers have about twice the internal volume of, say, Softail or Dyna mufflers. The result is considerably more airflow even with the stock exhaust setup.
Put on a new air cleaner and a tuning module, and it will do fine.

it's winter, it's year end(I wouldn't touch it),but if you got to and they done all that work and leaving the fender poor, offer 10 and ask for a warranty and leave. you got 3-4 months to shop.

True. Plus I have my Sporty to ride. For $10k out the door with warranty and 10% discounts on parts I'd plop down the money tomorrow.
I'm not sure how far out you're willing to reach but HD of WV has a 09 Roadking with only 8600 miles on it for 14995... I just grabbed a deal on a 14 SGS and know they're wanting to sell some bikes by years end.. I wouldn't be afraid to call and make an offer with delivery included... Just wanted to let you know what's available out there in case you were interested.. Check cycle trader also and use the bikes you find on there as price negotiation tools if you find one locally..

The 08 sounds like a horrible buy. I know I've seen worthy RKs go close to the one posted by Ridewva. If you shop around, you'll find one from a private seller I'm certain.
I would get a U-haul and take a road trip to fetch that one in Delaware though. Looks like a steal.

I'm with Bob on this. Terrible deal. Shop around, look on Cycle Trader, make offers on what you like, and be willing to travel a little to get what you want.
NADA lists a Road King at about 12,000 average retail, and that is one in good shape that has not been wrecked.
I just bought a 2013 Limited with only 2,116 miles and 1 year of warranty for 18,500. Had to travel a bit to get it, but a nice road trip is good once in a while.
I know this is not the bike or the price you are looking for, but it is an example of what is available.
As for a quiet free flowing exhaust. On my 2012 Ultra, I had Vance and Hines EPA compliant Monster Ovals. Nice and quiet at cruise speeds but sounded great when you would get on it a bit.
