I've got a 2012 FLHTCU and I've got something goofy going on with my Ignition Switch/Fork Lock.
The switch seems to function normally and when in Fork Lock position and locked with key the forks remain locked as expected.
However the switch still moves to the off/ignition/access position and allows the bike to be started.
It appears the switch is not fully seating far enough down to keep the switch locked in the fork lock position.
Has anyone else experienced anything like this??

removed the switch several times & Checked alignment but the problem persists
I know it is a different arrangement but I had my Road King in Florida on a job assignment a few years ago, staying in a hotel when my ignition switch stopped working. Had to order another which took nearly 2 weeks to get in so I bought the best cable lock they had. Being as that your bike is as new as it is there may be something else going on.
It seems to me that if your able to lock the forks and the ignition switches normally ( but doesn't lock ) that it is aliened properly in the two lower cams.
I would think the issue is in the switch head itself. like you mentioned "the switch is not seating far enough down to lock". I'd be looking at the switch itself.
there is an old thread on here about making that tool. found it , its called vedio of ignition switch removal. thats the tool I made and worked fine ...good luck.

look at the shaft that goes down in the switch you will see that the projections on one side are wider that the other side you have to line the groves in the switch so all the wide one are line up you probably have the bottom one one eighty out shine a light dowon and line them up with a flat blade screw driver
