I just got off the phone with the dealer and you all are correct - this can be ordered and then I will have just one key to open the bags, although because I have to buy 2 new lock sets I will have a total of 5 keys :-)
They want me to bring the key in and registration so they know I own the bike - makes sense I guess then it will take 10 - 12 days to get and they said the lock sets are easy to replace and will even step me through how to do it.
I asked the service person why there would be 2 separate keys for the bags and he thinks the owner lost the key and did not want to take the time to get it re-keyed and just ordered 2 new lock sets. Still strange though because he also told me the ignition key should have opened the bags and I have that key??? - oh well. Now it will be right.

Is your bike a Roadking Classic by chance? If so, it came with soft bags and the last owner switched them (I did the same...). Like everyone said, you can order locks from the dealer. Just take your key with you and they will use the code under the plastic to order them...
Mine is not a classic or maybe it was???? Maybe this is all starting to make sense? When GEICO brought up the vin it shows online that it is an FLHRC not FLHR. My paperwork shows FLHRC so maybe it had the leather bags and the PO changed it - but why I wonder????

Your bike is a Classic. That is what flhrc means. Someone just removed the Classic features. Hard bags look better to me but I like the spokes and WWWs...

The vin proves it out also. It has an FR in position 5 and 6. When I bought it there were no white walls.
Found out it will be $60 for both lock sets and keyed to my ignition which does not seem unreasonable to me.
