I have bags that fit into the recesses in the bottom of the saddlebags. These bags hold a lot of tools. I have about everything I could need and only use the bags in one side. You can see these at eglidegoodies item IS 1. They take up almost no space because of the way they fit into the recesses.
I got most of my tools from pawn shops for about 10 cents on the dollar. I have all the standard end wrenches from 3/8 to 5/8 and the same for sockets. HD combo screwdriver, couple of crescents, pliers, tape, wire ties, oil filter wrench, and other misc. stuff I have found over the years that I need.

I used to keep wire, but it gets nasty, and I have yet to find anything that bailing wire will fix that heavy duty zip ties can't.

But what about your buddy that doesn't?
I'm the guy that doesn't leave anyone behind, and not everyone I ride with is as... "financially fortunate" as I am.
I've used my tools I bet 20:1 on other folks bikes to my own. I've spent many evenings at the hotel in the parking lot fixing other guys rides, so they could hit the road with us in the morning.

I missed the duct tape, I was looking for a roll but I like the idea of folding it flat. As for the bailing wire, used it once to keep a heat shield on after the tab where the clamp attaches broke. I've used my tools on my bikes and others from minor repairs to installing a new accessory item. I glad that the newer bikes don't seem to require as much TLC as some of the older Pans & Shovels. Don't have to spend the time tightening everything up again in motel parking lot every night on road trip.

You may want to add a long 1/4" allen key. There is one allen bolt that holds the shifter lever onto the transmission behind the primary. A short key or a folding key WILL NOT WORK.
My shifter lever behind the primary fell off in the desert on the way to Sturgis last year. I had short allen wrenches. Fortunately my riding buddy had long. We fixed it with a run to an ACE hardware 30 miles away. Once fixed, it has remained fixed. I traded the short allen wrenches for long. As far as I know, that is the only "hidden" allen bolt.

my roadside is with HOG and my insurance policy. i seldom ride with anyone but i often turn around and check on a brother along side of the road. most of the time its something minor or sometimes they need a phone. I'm not much of a wrencher but I always stop and check and stick around until they're up and running or help is on the way.
Many of the roads I ride in the mountains don't have good cell coverage so the phone is pretty much useless. Tools are cheap insurance when all else fails.

windzone for harley here too. My tool roll came with zip ties and tape And a hose to syphon gas from donor cars.
