Handlebar choice is a matter of personal preference.
Personally, I wouldn't recommend bars that put your hands higher than your shoulders, and this is for two reasons.
1. Bars this high can attract a lot of unwanted attention (in some places) from the police.
2. Having your hands (at least for me) can be very uncomfortable on a long ride.
That said, finding bars that fit you perfectly (rise, reach and angle) can be difficult.

I'm 5'9" and have an 09 Ultra. I Just put on 2+2 Sweepers on and a +6 clutch cable. They put my hands about 2" higher and now set me back into my backrest with the extra 2" of pullback. Best mod I've ever done! It's such a comfortable ride now. JMO
