Question Clutch Issue

I assume I have a clutch issue. Had my street glide on jack today to install a new battery. Before putting everything back together, I started bike to make sure everything was good. Noticed with bike in neutral, back tire was actually turning very slowly. Tried adjusting clutch last year and did not do a very good job. Ended up taking it to a Indy to adjust clutch. Don't think he did a very good job either now. Thought about trying again tomorrow. If back tire turns tomorrow, do I need to move adjuster screw back out more or less? Or am I way off base? Any help would be great.

With no weight on the rear tire, it will turn because of the viscosity of the oil on the moving parts in the clutch pack and transmission (especially when cold). With the bike on the ground, you won't notice a thing.
