Are you doing the work yourself or having it done? If you're having it done and don't have a reputable Harley engine builder in your area, then SE is probably the way to go since you can go to the dealer.
Personally, when I build my 15 SGS, I plan on installing components from ProTwin Performance. Kevin Baxter knows how to build V-twin engines and has people ship their bikes to him from all over the country. I'm lucky that he is local to the Atlanta area and I've know him for several years. I do all of my own work but it's cool to go to his shop and watch him work his magic. He also tours the US and beyond teaching Harley EFI tuning.
