I suspect our bikes for many years have simply been 'governed' by the rev limiter. Bearing in mind that Harleys haven't a snowball in hell's chance of maxing out in the high gears I don't expect there is any need to govern them to a set max road speed. My car is governed to 155mph, but the Harleys.......
I had heard that they were governed at 110mph. I know the "download" that you can get bumps the rev limiter up. The stage one tuners bypass the limiter I believe also.

PS- I was exploring all the parameters I could change/control through my PowerVision tuner the other day. It let's you adjust everything, including many things I've never heard of, but I did not see any speed limiting parameters... other than rev limiter of course...

The Cruise Control is limited to 90 mph, other than that, it's the rev limiter that dictates the top speed. With a SEPRT download that can be changed, but, to what purpose? These are high torque, low revving motors.

Stage one does increase the tolerance of the rev limiter, but I have to agree, they really don't gain that much and were never designed to operate at those higher rpm. If I remember correctly it changed the limit to 6 or 6200. I still have mine set at factory. Guess I am not in that big of a hurry.
