HD makes a laydown bracket. I think it's different on my 02 but I'm sure it's available for your bike. Search for laydown license plate kit, should get tone of hits.
I went simple and just bolted it to the fender. All you have to do is remove the rear bumper and line it up over the void, mark, and drill some holes. Super easy and it was FREE. I never use a tour pak so I took a 4 inch angle grinder to the hoop. Next plan is to fill it with epoxy, drill and tap a a hole, and put a spike bolt on to clean it up.
