they are plugs.
they have a pipe thread which is tapered- if overtightened they can act like a wedge and split aluminum ( there are similar plugs in the oil pan).
It could be possible that they leak, you could carefully pull and use a sealant and replace.
but first if you are tracking a seep, spray the suspect area with drugstore foot powder spray ( 99˘ store)...the source of a seep will wash the powder away.
if you just have discoloration from oil on the black finish, use S100 cleaner
