Anything is possible given enough money and time.
The short answer is no.
The long answer is yes but it will take a bunch of time, effort and, money.
You will basically need to replace the main wiring harness, add the ABS controller and front and rear sensors, new brake lines and possibly the most difficult part, find a dealer that will flash the ECU to enable ABS.

Anything can be done for a price. There was someone who was removing it from their bike who posted here. Would probably be a lot less to buy the components from him than from Harley.
By the way ABS is a great feature on any bike!

Much cheaper and easier just to add a set of these, which claim to simulate abs.
