I have a K&N filter in my Extreme Billet air cleaner kit on my 2009 ultra classic. It was puking some oil from the filter and since I had my bike in for service they went ahead and cleaned the filter. I have never noticed that the air filter would spin around inside the chrome cover so is this normal or did they put the filter back on incorrectly. I now can spin the filter around 360 degrees with my finger. Sorry for a dumb question but I have never taken this filter out to know if they should spin like this.
If filter spins in the housing that means its seal properly/tight which will allow dirt/dust to sucked into the motor & will also get into crankcase & contaminate the oil too.
I'd make something you can use as a spacer between outside/inside right end of air cleaner housing to force the K&N filter tighter against backplate for better seal.
I'd also put a thin layer of wheel bearing grease between filter & back plate to help seal it too.
Torque the 5 outer screws to 8 ft lbs and see if that stops it from spinning. Then read #7 in the top set of instructions and follow it to a tee.

Thanks Vernal. Those 5 outer screws are very tight. I really appreciate the links to the Roland Sands website. I think I will call the 1-800 number Monday and ask them about the air filter and if one should be able to spin the filter. If it is not supposed to move then I wonder if the dealer service guy didn't re-install the filter correctly. It doesn't really spin but you can move it in a circular fashion with your finger. I will try to attach a video on a re-post.
Saw the video, like WSCOTT said if it spins it's too loose. Your's may be a little different than in the drawing but I'd take the bolts out and see if the Foam Spacer is missing. Found this on You Tube.
