Bitchen baggers will shorten you factory air shocks to any length you want for $175. Your bike will ride pretty much like it does now, and they set the shocks up so there is no way, even all full compression, that the tire can hit the fender.
Just for consideration: If you're going to lower it, take the opportunity to improve your shock quality and think about the front suspension. There are cheap options out there, sure. There is also taking advantage and replacing the stock oil bathed fork spring with cartridges and putting on Progressive, Legend$, or Ohlins shocks. Like with any Harley, you can spend as much as you want, but ride improvement is an investment. Just my .02. If you read up on those shock options, many people on here swear by them and their value. I sent shock to Bitch Baggers they did a great job. Sold the 89 Ultra shortly after. For my FLHTP I went with HD lower (1") air shocks but have not installed yet. 70 degree weather up here in NY I'm still riding. Will change over winter.
I have had Road 6 lowering blocks at the 2" position on my '14 limited for over a year now with no problems at all.
I spent most of my working life as a Brake and Front End mechanic and the idea that if you change the shock angle the 1 or 2 inches that these lowering blocks do is going to mess things is just wrong. I have built hot rods and have probably installed about 5,000 shocks on all kinds of vehicles and have never seen a problem with shock angle being changed the little bit these blocks change it.
Cozz, what are you going with? I am in the same boat. 2011 road King and trying to decide if I want a 12" shock with shorter travel shock at same angle or 13" shocks set at an angle but has more travel.
Another vote for bitchin baggers , give Ron a call he will take the time to talk with you on exactly what you want. I went with the 11.5 mod on my stock shocks ,ride was decent bout the same as stock and I never bottomed out riding 2 up.
