Headlight aiming issue

Helping a friend install a dual bulb headlight in an 06 FLHT. This unit is a HD accessory meant for models with the 3 prong headlight, I have the same unit on mine. The issue is that I can't get it to adjust nearly high enough. I've got the screw in all the way and it is shining like 20' in front of the bike. Nothing has been altered suspension wise, and the adjuster does go down just fine (almost to the fender). Only thing I can figure is that he has the FM LED bulbs and maybe they are hitting something inside limiting the travel?

If you honesty think that is the case try something such as washer(s) to compensate. I have changed quite a few headlights and never had the problem so just shooting from the hip here.
