I have a feeling the Rushmore's have speed limiters. I can roll up to 115 in a hurry on my '14 Limited, but it won't budge past 115. A friend has a '15 CVO Limited, same thing. He can get to 115 in a hurry but it won't go any faster.
112mph - one of my cars had a limiter - dash board said so when I tried going faster. 112 happens to be the speed rating of the S-rated tires it came with. same rating for s-type motorcycle tires. The H-rated Dunlop 402s should be good to 130mph
Seen tons of Twin Cams on the dyno, all of them could hit the rev limiter in 6th gear on the dyno, which is around 145-150mph. No governor for road speed or it would have kicked in. Some guys won't dyno in 6th due to this, top speed in 4th is around 105-110 on the dyno. As other have stated it is a hp/tq vs co-effiecient of drag that limits top speed. A touring hd has a cod similar to a Humvee.
I've always said that that I'd like to have a H-D that would go from 0 to 85 in two seconds and I'd be happy!
These days I rarely go 85 MPH even though I have a CVO Ultra.
It may be that temperature, elevation, humidity, wind and the weight of the rider can effect your top speed but I can attest to the fact that my 2000 Ultra, stock with the exception of a S/E a/c and a Stage II flash, would do 106 in 5th gear. (This was in S.D. in 90 degree temp.)
My '98 Heritage Softail Springer (EVO) carbed with a Dyno-Jet kit installed and a S/E a/c, also in 5th gear will only do 90 MPH. (here in MI in 80 degree temp).
This may or may not be due to the straight Samson's (no back pressure) Fishtail exhaust, but I'm still thrilled by the way SHE runs, looks and sounds!

The kawi 1000 i bought new in 1977 would come out of 3rd gear at approx 105mph @ 9,700--9,800rpm just getting into 4th gear with 5th gear left to go too!/LOL!!
Just sold that bike to a collector in CA. in great cond still running well with only 29k original 1 owner miles on it 1/2015.
Bike had a kerker 4into 1 with mulholland rear shocks & king /queen seat,but i had the original seat/shocks & ex all still in great like new cond that went wit the bike,sold it for $3,500,new it cost me $2,250 out the door in 1977.(Sold a 76 kawi 900 to get the 1000,had multiple kawi tripple 2 strokes back then too,all those bikes were the quikest bikes on te streets back then but 2 stroke tripples didnt handle worth a dang & big 4r's weren't that much better.
But they were all very reliable bikes for me even though i beat oin them hard at times ,but i took very good care of them maint wise too which is part of the reason they didnt give me any grief.
When its comes to 100mph my basically 09 flhtcu w-96" will hit 100mph but i never tried to see if it would go past 100mph though i didnt think it had much left at that point anyway and @ 60+ yrs old 100mph was fast enough for me & the lrg HD's werent designed to run like sport bikes going well past 100mph so why push it.
But i still pull gears once in a while (still have the 69 chevelle ss 396 i bought 11/78 tucked away in the garage ) when i put my foot to the floor so i hear the rat under the hood with rpm's blazing away with lrg secondaries wide open in the carb while yankin on the Hurst Competition Plus shifter attached to a an M20 wide ratio Muncie trans with a 12bolt posi sporting 3:31's.!/WWWEEEHAAAA!!!!/LOL!!

Windy as hell yesterday. Into the wind hit 115, no more. This morning, calm, no wind, hit 115 and no more.
