i have a 2012 flhtcu that is lowered , would you suggest the 2-2a or 2-2b?

The correct, and only, answer for any Ohlins question is "call Howard." No one, and I mean no one is allowed to touch, fondle, adjust, measure, mount, ogle or in any way make a single change on any Ohlins without the express verbal or written permission of Howard. Its in the Ohlins by-laws.
