I have a 2009 Ultra with LED turn signals, not sure who's they are as I purchased the bike used and they we installed.
I went to go for a ride yesterday and notice the front left turn signal was not on when the bike was running, but the when I use the turn signal it flashed as it should.

If you have 3 wires to the turn signal, obviously ground and led are good. Check to see if the wire freding the rinning light voltage is good. Also, swap leds from left to right and see if problem switches too.
If I were you Id check out superbrightleds.com. They have everything. Yours looks like it an 1157 base (offset pins) or 1156 (not offset pins). They have a 1 piece bulb with the same face as yours is but without all the exposed wires. plug and play, you can even pick different brightness too if you want to go brighter.
