When I added up mine it was $23k. This was the total for the bike, upgraded to red paint, backrest, rack, slipons, sales tax, dmv, etc. They didn't charge the prep fee. I traded my WG in plus cash down.
Went to get a price on the 2016 Road King today. The price they gave me was $18,300 plus tax fees and set up, so about $21k.
I am going to start shopping around now that the 2017's are coming out.
Tell them you will pay 18K OTD or they can F themselves.
I got a 2015 with ABS and a 4 year warranty for 20K. Financed 18K have 15K owed left after a year of 350 a month payments for 5 years on 3.99% Bought my bike on July 25, 2015
Also I pay 9.5% sales/use tax here. Im pretty positive they are giving you the shaft
But I bought from a high volume dealer and did a drive and tow. (Similar to a Fly and Ride)

This. Exactly.
I just bought a new F-150 and you have to be a d1ck about it unfortunately. I spent almost two hours at the first dealer looking over and driving a truck I liked, they quoted my trade plus $19,600. When I tried to negotiate they said "well, we can sell you a cheaper truck!!". I went to another dealer 10 miles away and they had the same truck. When the salesman came out and wanted to get the keys, go for a ride, etc. I told them that they would take my trade (pointed to it) and I would give them $15,500 for the truck. $2000 cash now (took it out of my pocket) and the rest on a credit card. Then I said you have ten minutes to accept the deal. We settled at $16,100 ten minutes later and I was driving my new truck the next day.
