When coasting in neutral, engine off, I can hear a faint "shhhhhhh" noise that isn't road noise and sounds more like the brake pads barely brushing the rotors.

It is quite common and not abnormal. My brand new '04 Dyna did it quite a bit but my '07 Ultra does not. It is as you suggest, the brake pads slightly rubbing.
If the noise becomes excessive and starts to sound more like a grinding/squealing sound then you may want to put it up on a jack and rotate the wheel to make sure it's not your bearings. That would be a problem to address immediately.
