You're right about the manual not saying, kinda odd.I've heard experienced engine builders say yes and no. If you use it just make sure the threads are clean & rid of the factory stuff.
If it's a concern the dealer sells new bolts for $1 each... they have some kind of dry "thread patch" on them.

I don't see in the manual to use blue lock tight on the rocker bolts, do you use any?
I didn't use any for 3 reasons.
One, the manual didn't mention it.
Two, I didn't see any on the bolts from the factory.
Three, I've never used it on rocker bolts in a car engine.
