Chris, this is not a weather/humidity fog. It looks "fogged" when you look through it with the sun shining through it from the front or back. It's like the coating had a reaction to the carnuba wax. It looks clear when riding, unless in direct sunlight.
John, I took your advice. I found the 14oz aerosol can at Advance Auto store this morning. It was on closeout for $1.05 a can. (not a typo) I bought the last 2 they had. For that price I can use 'em for a doorstop if I don't like it. I'll update post in spring when I can use it.
That's a score. I pay like $8 a can at the HD dealer.
Since we're talking windshields, a tip I've seen for the longest time but only recently tried was the old "soaked towel applied to the windshield for several minutes before cleaning" trick. Holy cow, talk about making cleaning a snap! It also works wonders on the batwing.

Dip a dryer sheet in your wash water when washing the bike. Any brand will do. Works nicely on removing bugs. We do on bikes, cars and pickup truck. Hose the white film off and wash as normal.
I use plexus, but there are other good cleaners safe for polycarbonate shields.
A trick that works well for me: Apply to a cool shield out of the sun, and let it sit on there for a minute or two (Just don't let it dry). Then when it has had a chance to soften the bugs and goo, clean off with a clean microfiber towel.
Basically, spray it on and don't be in such a rush to wipe it off!
Some people may think windex and such are OK, and they may get away with it for a little while, but in time if you don't treat your shield right, the coating on the polycarbonate will break down beyond the point of return with glare and other undesirable results.
Ordered 2 LRS sheild yesterday. Ordered a flat top elite 7 inch to try and ride looking over top. And a 13 inch ultra elite to look through if all else fails. I usually don't like to look over but is nice ,not having to look through a bug splattered shield. We will see if the wind goes over my head on the shorty
