and remember that when it becomes blocked due to a mud dauber or other, pressure will build up in the trannie and push oil out via the clutch cable

It's the vent tube for transmission. Not sure why Harley never put one of those small spring loaded breathers like you see in transmissions and differentials of cars. It also vents the primary thru the clutch push rod passing thru input shaft.
