Yes they came both FI and carbed. As I understand it, FI bikes were all pretty much Delphi but have heard rumors that some FLHRIs (not the classics) were still magneti marelli EFI.. The Delphi system is a much more tunable system. The 02 I have is delphi but the EFI has been swapped over to a Tmax.

I have a 03 and I love it. Having said that, if I were buying another one it would be 09 or newer.
Buy the newest one you can or want to afford.
