cop bikes can be a problem electrically- some PD's hack off all the cop stuff and leave wires hanging.
some remove nicely.
most PD's have servicing done at HD
check and see if records are available or if the seller is spinning a story
cop bikes can have tough lives, training bikes will have scars all over the lower surfaces
and may also have worn brakes wheel bearings and clutches

I bought one at 85K for 4500 direct from Seattle PD. Bone stock right down to the air cleaner, Dealer tires, and HD dyno oil. I may have paid a few hundred too much in US market terms but it went to Canada where it was a good deal
Removed the Cop wiring and painted it myself.
I planned on going over it and replacing the common wear items, and now have a bike I know is proper, at a reasonable end price. Brakes, tires, wheel bearings, suspension, etc......... are all things that I would replace for my own peace of mind on any bike with high miles.
Keep an eye for new take offs and over time pick up a new top end, and other bits you will need in the future. I have bought everything I need both to rebuild or hot rod from forum members at reasonable rates.
A good platform for building your own bike if you are so inclined. Plan on keeping it as with the mileage it will be difficult to sell - hence you should buy it for a good price
