if you are shopping at a dealer is that because you need financing?
debt to buy a toy isn;t a great decision.
add on the other costs such as insurance and the common 1 or 2 grand of stuff you "just have to have" (and that is why the classifieds are always full of the "Live to ride" geegaw collection)

don;t get stuck on the 103 if there is a price differential, the 96" is dandy.

Mufflers, head pipe, air filter, tuner is not going to happen for under $500
Maybe you can save on the tune if you go with Fuelmoto or S&S.
That being said I think 10K is acceptable if the tires, brakes and all scheduled maintenance has been done.
I'd buy from the dealer if that is where all the schedule maintenance occurred. I know way to many people who have no idea how to care for their motorcycle including my friends and simply ride it until they get around to proper maintenance.
Question. Have you owned a motorcycle before and how many miles per year will you be riding?

That's pretty high mileage. Have the timing chain tensioners been replaced? Cam bearings? Maybe negotiate getting the cam chest gone thru with new cam bearings and chain tensioners.
Never buy used from a dealer. Asking way too much for the mileage. And that "highway miles" crapola is the biggest lie since "It's just a fever blister".

Not an issue on a '010.
I'd sell you my 2010 Ultra Limited with 103 and stage one with a FuelMoto Dynojet tuner, Ram mounts, new tires and wheel bearings, 40k miles and delivered (ridden) to your door for $14k.
I love this bike and would only get about 10-11k trading it in (or so I hope) to get a 2017. Plus it would give me an excuse to ride to California again.
Check the service records and see what's been done to it. I have a 2010 ultra and I'm haveing transmission bearings replaced for the second time. I'm not sure if the limited with the 103 has the upgraded compensator or not but look into it. If everything has been upgraded then and you like the bike make them a offer under 8000 if they don't take it look for anouther. Just my opinion.
