I may be wrong but my faded memory thinks '09 was the first year the bikes were wired for arc? And yeah it is a pain to wire them.
The CVO's had them before 2010 but the standard Touring bikes didn't get them until 2010 when the 103 Limiteds came out. I have an 09 Ultra I added ACR's to when I did the 107, had to go all the way back to the fuse block and ECM with the harness...
Went to the dealer yesterday, they told me since my ECM never had ACR,s programed in it that it won't work wiring it up like a stock bike, I'm going to hook up the wires from the ACR's to the green wire on the starter hopefully that will make the ACR's work
Should you be able to hear the ACR's open when you take the wires and touch the battery? The wiring harness kit number 70623-08 , there is 2 Y/GN wires and 1 V/GY wires the Y/GN go to the fuse block the V/GY go to the ECM plug

i installed a 110 in an 07. 110 had acr, you are right taking the wiring apart and putting it back together is a pain. having to pull the wires etc all takes time.
once i did this, i tried to start bike and you guessed no acr. rode bike to dealer, told them what i did. they took bike hooked it up to their digital technician and enabled acrs.
once they did that the acrs worked. acrs can be enabled on an 07. it just takes a knowledgeable dealer and tech.

yep, my 09 didn't have them originally, I installed the harness and enabled them on my Powervision, just like factory
