Default front highway pegs

is there a better position to put the front foot rest pegs (high or low) for a shorter person or is it all about comfort from individual to individual?

I have mine set down low, very comfortable.
I just can't see how it's comfortable to have your legs up in the air!

I position them to put my heels on the footboards and the toe on the pegs.

Experiment and set them to what's comfortable for you.
Personally, mine are set a couple inches higher than the floorboards so I can hook my boot heels on them or prop my boots on top to really stretch out my legs.

Im with ORradtech, I like mine just above the turn on the vertical engine bar. Not a whole lot of options on a UL

Mine are close enough that I can rest my heel on the floorboard while the toes of my boot are on the H/W pegs. I can also stretch out my legs and rest my boot heel on the H/W pegs. I'm finding however that due to problems with my left knee, I can't stay in the stretched out position very long and I'm constantly changing leg positions.

Mine are 7-8" above the floorboards and I can either rest my leg entirely on the pegs or keep my heel on the floorboards with the ball of my foot on the pegs. Typically use the latter method due to knee problems. I do have extended length floorboards.

I've got mine 3 inches above my floorboards. 3 different positions available for my feet. Pegs into the arch with little bend in the knees, reminds me of the softail I had before. Heels over the pegs peg sits just above the heel of my boot. Heels on the floorboards and toes on the pegs.

heel on floor boards with ball of my foot on the pegs and when I need to stretch the foot on the pegs that's with the long angled arms
