Since 2007, Harleys run hotter, because of the EPA requiring leaner mixtures. So it's not just naturally hot, like my 88.
OP, there is a huge aftermarket of fuel management systems, less restrictive exhausts, cooling fans, EITMS, because you are right, they're too hot.
I don't pay too much attention, because I live in Wisconsin, am rarely in heavy traffic, and have an 88 c.i. engine, but there is a good cooling system that was developed by an HDF member here. Maybe someone will tell you about it, instead of calling you a troll.

I owned a 99 Softail previously and did not have a problem with heat as I have ridden it with shorts. . This is my first Touring and it just seemed to get a lot hotter than I would think. I was just asking a question about it. No need to be an ***.

The '07's and up, with the bigger motor and EPA regs do run lean from the factory. If your bike is completely stock there's not much you can do except put on some heat deflectors.
Now if you want to wake the bike up a bit. Do a stage 1 upgrade, which includes high flow intake, aftermarket exhaust and some type of tuner to properly fix that lean condition. Plus the bike will just run better.

07 was known as being just plain hot. Do a search on the forums, you'll see many threads on it. Also another contributing factor is the lowers on your new bike. It's a big difference compared to the air flow on a Softail.
The thing that I have noticed is both my ankles get a little warm while riding with my feet on the highway pegs. The fans from the fairing lowers blow hot air out the exhaust vents.
