The bike has to have O2 sensors to auto-tune. I think the 07's were the first year for O2s on a Road King.

Yes it doesn't have O2 sensor,so I might as well just get a tuner that has the most maps, leaning towards Tts,pricy but will be good for future mods

Yup answered your own question.
More air in more air out amount of fuel in the mix hasn't changed
= lean
You could try an enrichment device may work it adds a little fuel across the board.
A good tune or tuner would be best option.
Check out fuel moto they will cure for what ails ya!

No o2 sensors on his model is the big obstacle

possible a thundermax could be used with a 2007/2008 type header to accept 2 sensors

there are other systems which do not use o2 sensors- but then the EFI is relying on maps with no feedback on how the motor is actually running and adjusting in real time

I stayed away from the HD EFI until after they added o2 sensors ( 40 years after volvo...)- as the carbed bikes usually ran well and were easily tuned

As stated, you are correct. I have an '06 Ultra and am using the V&H LED fuel pak. It works, but after I installed the Andrews 21 cams, V&H customer support has not been able to provide a good map. Getting 33-34 mpg and they say that is normal for my bike. I don't buy it and would recommend looking @ other options if you are going beyond Stage 1
