Not all bars advertised as being a certain height are created equal. STRONGLY advise that you procure bars to fit YOU. and if you need a new cable, so be it. A new Barnett +8" cable is only about $66.00, which in the big picture is chump change. Or chimp change if you are considering ape hangers.
When I changed mine, rather than buying everything up front, I installed the bars, THEN I could easily discern what I needed. I was pleasantly surprised to learn that with my 12" bars, I only needed the cable and brake line. I rerouted the control wiring on the bike to get me good there, and no rerouting was required on the throttle position sensor wiring.
Yeah, you'll be down an extra few days or a week, which is why this project is better left to the off season.
Bottom line is that there is no hard and fast rule on this. Every such project is a little different. If you're edgy about this, you might better be served by buying an all in one kit. I didn't because I'm particular about the cable and brake line, and wanted certain name brand products. I didn't want braided gear...wanted them to be like the stock black vinyl, since I was blacking out my scoot.

Um, I think you have it backwards.
I will never understand why people want to optimize for cable length and not comfort. Isnt it most important to be comfortable?

Advice: buy the most comfortable bars for you, and buy the necessary cables and wires.
Besides, why would you want to keep those hideous stock garden hoses?
The KlockWerks ergo bars work with stock cables. I ran WO575 bars that required a 6" longer clutch cable due to the width and slight height difference. Brake line was fine. WO578 bars (10") also required a +6" cable. The brake line on these bars is at the limit.
