Heat the race in an oven and then tap it on with a piece of PVC pipe and a rubber mallet.
Just go slow and observe the proper amount of back spacing.
The race was already heated in the oven and slid on. I got 1/4 inch left I think but my tool is breaking because I think the race cooled enough to make it really hard to press on now.
Are you sure there isn't a step on the shaft and it is on all the way. There is supposed to be a gap of 1/8" or so for the puller so you can remove it.

Should still be fine. Use the PVC pipe method with a dead blow hammer and it will scoot right up.
Still a 1/8th of an inch to go. Even trying the pvc pipe trick.

Seriously though, mount the inner primary back up (just mock it up) and see where the IPB lines up on the bushing using a black marker. If the bearing lands pretty much near the center of the bushing it will be fine to run it that way.
The other option is to remove the bushing, get a new one, and try again. Which sucks.
