Really ??? When has the Moco got a major change right on the first model year? Not in my life time. I'd have to give the M8 a couple
of years before I'd touch one. But that's just me and I'm old so, needless to say, I've been wrong many times before unlike some others
that I've met.
Because the question, as asked, is unanswerable. We know nothing about the bikes - other than year - or his circumstances. The only one that can answer his question is the OP. You may not like my answer but it contains all the info he needs to make his own decision.

The 16 can't have more than a hand full of miles on it and offers a few thousand off the price of new. Plus it has a proven and reliable motor with all bugs identified and worked out by the factory years ago.
Since when has the TC had all the bugs ironed out??
Only you can make that decision, but 2017 was a big upgrade year for the touring bikes -- much more than just the engine, though that is huge. The other thing that people don't mention about the new engine, as much as the power and especially low end power, is the smoothness: it is counterbalanced, which means a lot less vibration.
I had been wrestling with the same question recently, for me, the choice was a no-brainer.
