This has probably been done before but for S's&G's, here's another one. This is a side by side comparison of a CD Brake light and a Bright *** Light-1. The BAL is set on intensity 2. Which one is brighter? You be the judge. The FLHX with the CD Brake light also has the plasma rods, tri-bar LED along with the run-turn-brake module.
The Pic on the left is with Brake lights on (CD on the left, BAL on the right). The pic on the right is running lights only.
For brake lights I give the bike on the left a slight edge.
For running lights I give the bike on the right a slight edge for viability. I think the center light is a bit brighter and the lights on the tour pack are higher and seem to attract the eye better.

They look pretty equal to me. I think to some the one on the left may look a slight bit brighter because of the turn lights proximity to the brake light. But both sets of lights look to be doing the job intended.
For a comparison, why would you set the BAL intensity to match the Custom Dynamics. Let 'er rip and there's no comparison. As an owner of both products, I can say either is a significant improvement over OEM, but BAL crushes CD for visibility hands-down if it's not handcuffed.
If all you're doing is trying to meet the DOT approval, I say let 'em write me all the tickets they will (they won't), I'd much rather be seen than not.
