If there is still some of the stud sticking out, you should be able to use some visegrips or somesuch to unscrew the stud and replace it.

Be careful when unscrewing the stud and do not twist / tweak your fender!

If its a pinch clamp bolt, you may very well have to change the affected lower. The thing about that is, if it is just a polished aluminum lower, those are cheap on e-bay. If it was/is chrome, that is a bit more costly.[&:] I'd certainly suggest getting a Service Manual if you don't already have one unless you plan on having it changedby someone else.(This, of course, if the lower has to be changed, in which, I'm not totally sure)

Look VERY closely at where the bolt inserts into the lower and see if you can make out if it separates there or not. You "should" be able to tell, as the bolt would not have a line appearing to be threaded into the lower vice being casted into the lower where it would appear smooth around where the bolt actually inserts into the lower.

If you see a line, indicating that it may separate or come loose, try what PhilM has suggested.

If the clamp came off and there is any part of the bolt left then you can grab it with vise grips or if you experienced with a welder you can crank up the heat and weld a nut on there, let it cool and then unsrew it. Other than that I may have the problem you had mixed up...

also you can get some left handed drill bits they work very good if you drill in the center and when the bit catches it will back out the bolt just use a good drill with a lot of torque and be careful when it grabs the drill does not smash your hand against anything.

I assume you are mechanically challenged here.
Before you make a bad situation worse stop and put all tools away.
Take bike to ANY competent mechanic or machine shop.
They will most likely be able to remove it without further damage.

..been there..done that.. take clamp off..you may be able to get a pair of nuts on remaining stud and remove or go with vice grips..new stud from HD..replace and take it easy on torque next time...shouldn't be any reason to replace lower.
