I think it is, but realize this that a Stage 1 regardless of the tuner is only good for maybe a little increase in hp, smoother acceleration response and running a little cooler.
If you call and talk to FM you can get more educated info than I can give you or anyone else. The call is free but the info you get might be worth something.

I just installed an FP3 on my stock 2014 Ultra Limited last week. Burned about 2.5 tanks of fuel so far. My plan is stage 1 intake this week and full exhaust this winter.
So far I'm pretty impressed with it but it's only been a few days. It's simple to operate and the add ons I'm leaning toward are listed in the menu. I can't say I've made any great gains with HP or torque but at lower RPMs it's a whole new bike. It runs a lot smoother and makes getting around town in traffic a lot more pleasant experience.
TTS is the most capable tuner on the market. It can do more than the others. It will remove the speed limiter if you want, the RPM limiter. You can change timing, injection pulses, fuel mixture and much more to really make the bike run right. You can remove the electronic throttle dead band, and so much more.
I have an FP3. If I had it to do over again, I would have gone with the Power Vision from Fuel Moto. They'll set you up with a map for your current configuration and, in the future if you change configurations, they'll set you up with another map. Also, getting the bike dyno'ed with the FP3 is nearly impossible.
I have already been told by Harley that the after market headers and fuel pak will not void the warranty unless it can be proved that this caused damage. IF it voids the warranty a lot of people will be upset, everyone that purchases a new bike changes the headers and air. Harley even sell the Vance and Hines Headers and will install them.

The MoCo signed a consent agreement with the EPA. Any non compliant tuner, which is ALL of them except the SE ones automatically void your power train warranty. There is no leeway in the decree.
And, unless I'm badly mistaken, removing the cat from any vehicle is against federal law and it's pretty unlikely the MoCo will stand behind your warranty if you're breaking federal law. Especially right now.

I cannot imagine modifying a new Milwaukee 8 cheesehead. It's right from the factory. I would just leave it alone.
I can not imagine not improving on the M8. A simple change of head pipe, mufflers and good tune on my 2018 CVO Road Glide 117 will give me about 10 more HP and 14 more torque from what I am seeing.
I like to have power, heck my 2013 CVO King is 138.5 hp and 140 torque.
May well after a year build the Road glide to even better numbers, should be easier as it is a better head design.
