$180 to just hook up the rear speakers that are just unplugged since the tour pak is on a quick release mount
Since an FLHTC does not come with rear speakers like the ultra, the HK radio needs to be flashed in order to recognize the rear speakers. I assume that is where the $180 comes from and not simply plugging them in.
I have an 08 ultra since new (Aug 07) and it is a solid bike. I've added many extras and changed many things over the years but everything else has been routine maintenance. I've added a TWR Missing Link (kinda like the TruTrak), I changed out the too tall gearing with an EVO Ind. 49 tooth ring gear conversion, SE comp, Hayden tensioner, Redshift 575 cams, Zippers dual piston tensioners, etc. I've left the engine unmolested until the mileage warrants having to freshen it up. I've only had to replace the shift shaft seal and a rocker box gasket at 50k miles due to leaking. I just replaced the original 10year old battery this year. 08's are good solid bikes. Do all my own work, including tire changes. It never sees the dealer, excepting the recalls that were done years back.

it has an aftermarket radio installed so no programing is needed, they have been wired on a plug so the tour pak can be plug and play removed/installed
Don't know if it's your cup of tea, but polished engine covers are easier to have powdercoated than the chrome ones. To make it your own, you could have the covers coated to black things out while you're doing all your work. What I did was an even up swap with someone where I gave them my chrome covers for the FLHTC and I took their polished covers to have them powdercoated.
I have an 08 also, bought it from the original owner, 18k miles, mine is loud too going into first gear so was my heritage, had it for 2 yrs now, love it, good luck on your search
