Kinda unclear as to why you wouldn't just put it IN the tourpak?

I have a 2012 Ultra (not a Limited) and put the HD one IN the tour pak. Nice to plug in the phone (or tablet) and it charges while riding. Also at a gas stop no one can see it (unless they open the TP) so no theft. Protected from the elements in the tourpak (think- riding in rain)- I wouldn't want a phone in my pocket charging while riding (unless I had no choice due to the style of bike I had)

I wouldn't want one in the left side saddlebag as when the bike is parked it leans left and a PITA to get in and out of that bag on occasion. That's also my 'tool' saddlebag on trips so I don't access it unless necessary.

Was only $30 when I bought it go figure. If you remove the tourpak liner this is plug and play into the tourpak left side rear taillight receptacle- there's an empty plug there for it.

Edit: not sure if you do major touring, but, putting your phone into Airplane mode is a wise idea at the start of each day, then dim the brightness. It then functions as a camera but battery won't drain quickly. (Guessing many know that already! )

I should have added that the usb cable for my phone is the "flat" style. I can run it into my saddle bag if I'm in inclimate weather. It will still latch and seal, keeping my stuff dry. But, it's nice to have the option to slide it into my pocket and the wife can use her phone while it's charging and we are cruising down the road.

In that case I would recommend putting an accessible dual USB outlet perhaps under the side cover. You could run an extra charging cable up to the tourpak along the factory harness and leave it there all the time. That way you have that in the tourpak.
Wife can plug into the second port and the cable would come up right between the two of you.

One more thing, I advise the usb should be at least 2 amp so it can charge smart phones that might be in use while charging. Been down that road before, 1 amp will not get it done.
My passenger plugs into a deltran 2 amp converter that plugs into the battery tender pigtail, used when needed. Text away, Sweetie...
