I'd try longer tubes from here before I'd use slugs.

Especially on an older Touring bike; the upper triple clamp doesn't clamp around the fork tube. If you're determined to use slugs, here they are.

The 2007 still had 41mm legs.
The Softail Custom FXSTC stock front fork tubes measure 24 1/4" against the FLH 23 1/2".
What are you doing? Big wheel, rake, or better triple tree or just what to lift it a little?
