will a 96 flh exhaust fit a 99 flh?

Yes. In fact any Touring bike exhaust up to 2008 will fit a rubber mount bike, going back to around 1980.

Be aware of the earlier systems, as they have a flared feature where the muffler and pipe are clamped, as those earlier parts do not interchange with later ones. Later pipes will enable an older bike to use later aftermarket mufflers.

Asymmetrical muffler setup will scavenge better than equal size baffles. Check out dyno tuned Jackpots from Fuel Moto.

I am using 2015 stock mufflers on a 07 Road King Classic and it sounds really great so if you want to wake that old beast up, use your stock head pipes with newer stock mufflers. By the way the cobra speedsters in my sig pic is collecting dust in my garage
