Yep. Mine (and the one I had before it) does just fine with 1 qt. but I could probably get by with a few ounces less. I just serviced mine yesterday and it was up to the bottom of the clutch basket after about 28 ounces. I went ahead and poured in the last 4 anyway and it works just fine. The key is to make sure the bike is level before you fill it up and fill it until it covers the bottom of the clutch basket.

I always shift into first, then use the heel shifter to get into neutral.

Usually when I want to go to N from first gear, I have my toes down on the foot board and with a controlled rocking motion I lower my heel down to click into N. Works without fail. Without STOMPING.

FLHXs have the same primary and tranny as the rest of the big twins.

I can't figure out how people have problems. My guess is the clutch needs to be adjusted. My harleys have been easier than the Jap bikes I owned. I don't stock into which oil are usin gin tranny or primary.

I don't want to turn this into an oil thread, but I'll trot this out for whatever value it may have. I recently replaced my clutch plates in my 2011 FLHX, and the literature included by Barnett suggested using ATF, with Mercon and Deltron giving a slightly different feel. I used Deltron, and putting my tranny into gear is more like a Japanese bike than a Harley! They suggested that using Formula + would cause the clutch to drag and cause the issue that OP described. I change my primary every 3000 miles along with the engine oil, so longevity is not a concern that I have. I' VERY happy with the results. It just snicks quietly into gear and shifts the same way!

Something to ponder...

Ok, for me To help this problem I changed to Red Line in the transmission. I made sure that the clutchwas adjusted and primary oil at the primary level.

All helped but still not great. What really helps is to make sure all the shift linkage is tight. Loose or worn shift shafts (front especially) can make it a bear to find neutral.

I hope this helps.

Every time I try to go into to neutral the transmission seems to skip right over neutral and go right in to 1st or second gear. Thanks in advance
Hydraulic clutch takes a bit of getting used to. There is no adjustment like a manual clutch, I usually shift into 1st and use the heel tap to find neutral. Pretty much works all the time.

Most dealerships have a lounge / waiting area for their customers. I think the tech would be somewhat annoyed if you waited ON your bike, while they serviced it.

On my '16 RG, 11,000 miles, I find it easiest to get neutral from first gear. From second, not so easy.

I'm using Harley 20W-50 in the prinmary, filled to the hole. We'll see what happens when I change to Redline 20W-50.

Ok so coincidently I have been having the same issue so I did a fluid change and did the adjustment per the book requirement. However I adjusted to 3/4 turn. Now the issue I have is that I can't get it to go into neutral from a dead stop but if I am coming to a stop and down shift to 1st and up shift i can get it to go into neutral softly with no issue, but dead stop and it is like it is just 1st or 2nd...thats it. Shutting bike off and bike goes to neutral as well just like others have reported. Any input would be appreciated.
