I have a 2007 FLHTCU fuel injected that will stall when coming to a stop. Tach shows engine speed below 950. I have to use the throttle to keep the engine running or the engine will stop completely.

How full is the tank when it happens? Could be a pinhole leak in the fuel line inside the tank. Or not.
Do the basics first. Pull off the bottom of the fuel tank with a hose and check for water. If fuel is old drain it all. The IAC passage is large, so I disagree it is usually the problem. You can check it by key on and off with air filter off and watch it jump in and out. Use a sprayed cloth to wipe any crud away around butterfly which is a calibrated factor set passage for some of the idle air even when it is closed. Do not adjust that.
Just a touch of throttle body cleaner on the IAC valve needle. Spraying hard will wash black crud up past o-ring into the motor and then it will be IAC valve next week or in near future for sure.

This is a common problem with 07s. Not sure if newer models or they did something.. But as said cleaning IAC every couple years or so.
When you turn bike on you will hear IAC. Take air cleaner off. It is about 10 oclock I think. Cover throat to try and keep gunk out. Spray it, turning bike on and off a bunch of times. First couple times used brake cleaner. But I have sense but sensor cleaner which is supposed to be less harmful..
