Take it back to the guy who rebuilt it. Ask him the same questions? If you rebuilt it. Read up.

If bike ran correctly before service then problem might have occurred during service.
Like a loose part or a part that was installed in a different position.
Rebuilt is a word that can mean many things so it is difficult to direct a resolution based on the limited information available.
What does rebuilt mean to you?
Words like craps out are difficult to understand...What exactly does that mean to you?
What does on the hammer mean to you?
If you have a problem between 2800-3200 RPM (like a dead zone/no throttle response) then it could be a problem with the power commander map in that range or maybe the throttle position sensor.
Consider review of throttle position sensor for a dead spot.
If you have a power commander then you can review throttle position on a laptop and you can re-verify throttle position with a digital voltage meter.
Below is a link to help you identify parts for your 2000 Screaming Eagle Road Glide.

Carb conversion is your THE only solution that will not result in a fiery death to you and all of your family. Stromberg carb and flint point set from an early 40's flathead Ford is your best option. Sorry, but had to be the first in line...

Converted my '01 to Mikuni HSR42. Here is a "kit". http://store.4x4tuff.com/hs26.html click on the instructions. You will need a sub harness from HD also. RIvera makes a cruise control bracket for it also, easy install.
Amazon Amazon

EDIT: I still have all the old Marelli stuff if needed.
