like hbsoldier says, add a little more to your budget and look closer at 2009 and newer bikes. the old police abs is not as good as the newer generation abs, and takes up half the space in your right saddlebag. 2009 and newer and you're gonna get the newer style abs, along with all the improvements that came in the 09 frame change.
there are a lot of bikes out there, you'll find one. it's definitely a buyers market right now.
For some reason I can't edit my previous post. I meant to type that 2002 was when the swing arm and axle were beefed up. If a person were to have an older swing arm in one hand and a 2002+ in the other, you would certainly choose the 02 and up.
Regarding the argument of 09 + or -, I have had both and still do. This is just not as much of a deal breaker for me but I suspect I am in the minority here.

Hmm now you guys have me thinking, I thought I’d get more comments about negotiating down the older bikes. I also wasn’t expecting the ABS comments - I have it on my 16 Street Bob and never had any issues, but they probably fixed things by then.
The 2009 bike I got down to 5500, but it does have ABS and now I’m not sure I want to mess with all the recall stuff.
You asking . IMO the 2009 yes more miles but far better frame and tire sizes to better match the bike. You will get far better mileage from them. Over all a better bike. Lot of the ABS stuff is internet chatter. Lot of us never had an issue with it the 2009 was not known for a major issue.
The 07 and the 09 come with TC 96 and 6 speed. That right there is a big deal to many

Personally I’d jump on that 09. 60k miles is nothing with proper maintenance and the expense of upgrading the cam chest on an older one with spring tensioners is pretty decent. More so if you don’t do your own work.
Last, I’ve have more bikes than I can count and I’ve never felt hindered by the lack of ABS and I spend a lot of time in traffic in the metro mess where blinkers and sanity are completely optional. But I’d never wanna be without cruise control again.
